Challenge:
The Buoy Barriers project involved installing 1,000 feet of floating barrier systems along the Rio Grande River as part of a broader federal initiative to enhance border security and public safety. Crews faced record-breaking low temperatures—overnight lows in the 20s—while performing in-water operations against strong and variable river currents. Restricted right-of-way access also required daily setup and removal of concertina wire to secure ramps and staging areas.
Result:
Partnering with Cochrane USA, the designer and manufacturer of the system, Spencer Construction successfully fabricated, transported, and installed all anchors and buoy sections, completing the barrier installation on schedule. The project supports national security objectives while demonstrating Spencer’s ability to execute complex in-water construction under challenging environmental conditions.
